If you mean considering it on your college application, than I think they will consider any athletic participation. Some schools would even consider intramurals.

What do you mean, ';count'; it? Count it for what? I mean, of course, they will recognize it's existance, but if you're looking to try out for their football team, and you've only played JV football, yeah, it's not going to count for as much. On the other hand, if you're just wanting to ';count'; it as an activity, no worries. You're fine with that.
